Establishment of community structures
DMI promotes the creation of community-level disaster management committees. This is considered paramount to enhance the role of communities in drought management, with a number of expected benefits in the overall performance of the drought management system.
The committee members are trained using Community Managed Disaster Risk Reduction (CMDRR) approach which allows the communities to analyse the impact of droughts on the livelihoods of different people in order to identify possible drought preparedness and response activities aimed at enhancing local resilience to drought. This leads to step by step planning process, with scenario building, for emergency response and contingency planning.
These committees are usually located at the division level, with representatives from locations and sub-locations. Such disaster management structures are proposed in the draft Disaster Management Policy and will, therefore, be officially recognised once the policy is enacted.
The implementation strategy followed under DMI includes the training of facilitators in CMDRR for some DSG members, who in turn conduct Participatory Disaster Risk Assessment (PDRA) processes in local communities that lead to the development of local disaster risk reduction and response plans and to the establishment of division-level disaster risk reduction committees.
