Functional Analysis of DSGs

District Steering Groups (DSGs) are a key component of drought coordination and early warning at the district level.
DSGs are composed of representatives from Government line ministries and local authorities, Members of Parliament (MPs), Non-Governmental Organisations (NGOs), Community Based Organisations (CBOs) and other local stakeholders.
They make decisions on issues related to drought management in the district. These include determining drought warning stages, designing and implementing contingency response plans, monitoring and evaluating drought-related activities and coordination of emergency interventions.
The DSG is a sub-committee of the District Development Committee (DDC) and is chaired by the District Commissioner (DC). Though DSGs have generally worked well, lack of capacity prevents them from adequately supporting drought mitigation measures envisaged at the district level.
The DSGs are burdened with many responsibilities but often without the resources needed to implement their roles effectively.
The DMI has commissioned a comprehensive functional analysis of DSGs to identify their core functions and propose prioritisation, given the resource constraints they face. The study provided crucial recommendations for the DMI capacity building programme.
