DMI pilots community-level structures

DMI has piloted interventions aimed at creating community-level drought management structures. This will enhance the role of communities in drought management and to reinforce linkages with District Steering Groups (DSGs).
The Project has supported two divisional disaster management committees, with representatives from locations and sub-locations, to develop local disaster preparedness and response plans and access district contingency funds.
The experience acquired through these community pilot interventions has demonstrated that the involvement of communities, through the establishment of specific committees, is key to the consolidation of an effective disaster management structure.
The pilot intervention builds on the work of World Vision Kenya (WVK) in Kilifi and Kajado districts with the creation of Emergency Response Disaster Management Committees (ERDMCs), the implementation of Community Owned Vulnerability and Capacity Assessment (COVACA) and development of related response plans.
Allocation of contingency funds
DMI has sponsored a number of training courses to enhance the capacity of these important committees in both Kilifi and Kajado districts. Moreover, the pilot interventions have allowed allocating contingency funds managed under the Arid Lands Resource Management Project (through EC funding) to finance specific emergency interventions identified by the ERDMC in Kilifi. The project is carrying out a third community pilot intervention in Isiolo district through the involvement of a Rangeland User Association (RUA), which is based in Merti Division. As in the case of the ERDMCs, the Project has identified needs for capacity building interventions that have already been implemented.
Positive results
Considering the very positive results obtained from the piloting of community-level drought management structures, DMI intends to scale up this approach in at least seven additional districts.
Such disaster management structures are proposed in the draft Disaster Management Policy and will, therefore, be officially recognised once the policy is enacted. One key task of these committees is to involve communities in the preparation of drought contingency plans which are then adequately reflected in the district drought contingency plans prepared by the DSGs.
This activity envisages the organisation of a number of capacity building interventions to enhance the capacity of the committees in drought management and ensure better linkages with the district authorities.
