Study identifies policy gaps

The Project has implemented many support activities to prompt the process needed for enactment of key policies, especially those related to the institutionalisation of the drought coordination structure and food security.

The Project has entered an agreement with a local NGO (Reconcile) to help the MNKOAL to design a comprehensive long-term plan for the development of the ASAL areas. To this end, MNKOAL has agreed with the Ministry of Planning that the plan it develops will serve as an annex to Vision 2030 and at the appropriate time be integrated within the main document. This will ensure that government gives the necessary focus to ASAL areas.

This policy process includes four main steps:

Step 1: Preliminary policy review and analysis

Step 2: Detailed policy planning

Step 3: Re-drafting the ASAL policy

Step 4: Consultation

Main outcomes from this important exercise are:

i. A document which mirrors the structure of Vision 2030, and which articulates a clear vision for 2030 and a series of development goals and strategies.

ii. A revised ASAL policy which can be taken to Cabinet by end 2009.

The policy documents provide the overarching and development strategy for the operation of the MNKOAL.
